Presidents Message

It is said that with age comes wisdom, but sometimes age comes alone. I believe it is an exception when this happens because I think even I know more now than I did this time last year.

I’ve learned more of what is required to do my job as president of the POA, and one of the most important requirements is to populate the board of directors with good people. My definition of “good” is someone who is willing to get involved in the decision making process and is able to put the needs of the whole community ahead of his or her own.

The terms of two officers and one director will expire effective May 18, 2002 – the date of our next POA meeting. The nominating committee made up of Ruth Engel, Syl Gaisbauer, Jack Raffels and AD Robinett has identified five candidates to fill those three offices. A ballot appears elsewhere in the Acorn for you to elect the new board members, and the results will be announced at the conclusion of our May 18th meeting.

At the risk of repeating myself (which I seem to be doing more often these days), I implore those of you who do not attend POA meetings to attend the next one and get involved.

Before this year is over, some tough questions need answers, and key decisions affecting each and every one of us need to be made.

For example,

  1. What should we do when the Emergency Services District (ESD) becomes effective, and we no longer have nearby fire fighting protection?
  2. What is the best way to fix the 1.6 miles of Oak Ridge roads that were not refurbished last year and are deteriorating rapidly?

No one can answer these questions for us. We need your help.

Minutes

Oak Ridge Estates Property Owners Association
Quarterly Membership Meeting
March 22, 2002

President Gil Blount called the meeting to order at 7:05 PM in the Community Center. Other board members present were Vice President Bill Manno, Treasurer Wilda Meixner and Directors Bill Garrison, Tom Graham and Phil Roth.

Since the Minutes from the December 14, 2001 meeting were published in the Acorn, they were not read. Attendees had no comments or corrections, and the Minutes were considered approved as written.

In her Treasurer’s report, Wilda Meixner included a status report on the amount of money collected thus far to pay for our Fire/EMS contract with Lake LBJ MUD. To-date, 25 homeowners and 17 vacant lot owners have contributed nothing. As a result, we currently have a shortage of more than $4,000, and if this short fall still exists by the end of the summer, the community will need to meet to discuss our options.

Don Reid, Architectural Committee Chairman, reported the following three projects have been approved since the last status report was published in the Winter 2002 Acorn:

  1. New house being built by the Steinigers on Lot 1B (POA lots at entrance).
  2. New house being built by the Cumberlands on Pecan Creek Drive.
  3. New kitchen being added to the Giddens’ home on Oak Rock Point.

A.D. Robinett, Grounds Committee Chairman, reported the results of a workday held March 18th. Despite slightly inclement weather, AD and eight other volunteers hauled four large loads of oleander cuttings to the HSB shredder. He also reported that 59 authorized units are currently being housed in the storage lot.

New stone pillars are being constructed at each of the Oak Ridge entrances, and new signboards have been made. Granite tops for the pillars are being donated.

AD then reported on the status of our roads. 2.5 miles were refurbished last year, and the remaining 1.6 miles need urgent attention. Based upon estimates prepared by a reputable contractor, the total cost to repair this remaining segment of our roads will be in excess of $81,000. This is much greater than the money we spent on road repair last year due to the excessive level of deterioration. In view of this, AD recommended a fundraiser be conducted, and he volunteered to chair the fund raising committee. He pointed out that no fundraiser dedicated to the repair of our roads has been conducted since the roads were originally constructed in the early 70’s. The board agreed to convene a special meeting to discuss his recommendations.

Old Business: The subject of board liability insurance was raised, and the answer given was though it is not legally required in the state of Texas, it is considered prudent to have.

The status of the new house being constructed on Pecan Creek Drive across the street from the Farmers was brought up for discussion. Concern was expressed that completing the house is taking so long, and the hole dug for the septic tank in front of the house could be considered dangerous.

New Business: Gil Blount gave a status report on the Emergency Services District (ESD) board of which he is a member. The board has met twice, elected officers, and has begun prioritizing its needs and objectives for the balance of 2002 which include identifying and contracting with the district’s tax collection entity, preparing a proposed interim budget and selecting a depository. Effective April 10th, regular ESD meetings will be held on the second Wednesday of each month beginning at 9:00 AM. They are held in the LBJ MUD office and are open to the public. Gil encouraged interested Oak Ridge residents to attend.

The subject of providing some form of lighting at the Oak Ridge entrances was discussed, and AD agreed to have the Grounds Committee pursue options.

The meeting was adjourned at 8:15 PM.

WORK DAY


The day was cloudy with a very light drizzle early morning just enough moisture to dampen the oleanders. My first thought was to call the work day off but decided to ride down to the Community Center to see if anyone showed up to make a difference in Oak Ridge. To my surprise a great turnout of men eager to work included Bill Garrison,Tom Graham, Les Fenter, Syl Gaisbauer, Ernie Hinkle, Bill Manno, Steve Muller, Eddie Wells, and work they did.

We hauled four (4) large loads of brush to the chipper at Horseshoe Bay West plant.

Thanks to all who worked very hard and a big thanks to Bill Garrison and Steve Muller for the use of their trucks and to Don Reid and Gil Blount for the use of their trailers.

THE ARCHITECTURAL COMMITTEE

The purpose of the Oak Ridge Architectural Committee is to ensure compliance with our community’s deed restrictions and prevent encroaching on the property of others.

According to our deed restrictions, “No building, structure or fences shall be erected or constructed on any lot or part thereof conveyed as a separate building site until the building plans, specifications, design, size construction, and location on the property have first been approved in writing by an officer, agent or representative of Oak Ridge Estates, and buyer agrees to abide by set-back designations as to minimum and maximum set-back from front and rear property lines and side lines.”

Detailed construction plans should be submitted to a member of the Architectural Committee (see current membership below) along with a check for the appropriate fee.

  • The fee charged to review the plans of a new home is $750; $500 of this amount is credited to the roads repair fund because of the impact heavy construction equipment and cement trucks have on them.
  • A fee of $500 is charged for a major renovation defined as a project requiring the use of heavy construction equipment.
  • The fee for all other projects, such as building a fence, is $25.

ROAD FUND RAISER


Your POA Board approved a suggestion made by A.D. Robinett at the March 22nd POA meeting to conduct a fund raiser to collect approximately $81,000 to refurbish the streets in our community that were not repaired last summer. This amount has already been reduced by $17,700 raised by ten residents on Scenic Drive to repair their street. I applaud them for this tremendous effort.

AD will head a committee tasked with raising the remaining money, and each property owner should expect to be contacted by one of the fundraisers shortly.

Your POA bill continues to include a road fund donation of $50. Even if the fund raiser is a success, and all our streets are resurfaced, future maintenance will still be required.

Please be a generous donor when you are contacted. Good roads benefit all of us and increase the value of our property.

Dear Oak Ridge friends,
A short note to thank all of you for the gift you gave me at the wonderful luncheon. It was so good to see all of you again. I can only say the 25 years Earl and I spent at Oak Ridge were very happy ones. And the countless hours we spent for the community were done with love and devotion. I am very proud that this area is alive and thriving so well. Keep up the good work and Oak Ridge will always be the very best. I leave the area with sadness. I will miss all of you, but I will keep in touch.

WE ARE PROUD OF YOU KRISTA! STATE CHAMPIONS


Congratulations to Krista Phillips, daughter of Fred and Theresa Phillips, who was a member of the Llano High School girl’s basketball team that won its first- ever state championship in Class 3A on March 2nd. Krista was named MVP in the Llano Lady Jackets semi-final game. Llano defeated Liberty-Eylau in the finals by a score of 67-51 and finished the year with an awesome record of 32-6.

Krista and her team mates put in a great deal of hard work in the pre-season enabling them to build upon the loss they suffered in the semifinals last year.

We would also like our treasurer, Wilda Meixner, to spend less time on the billing side. The new accounting software she is using can send invoices out via email. Wilda will send out reminders for the EMS/Fire in February for those who have not paid yet, and in March/April she will send out our annual billing. If you don't want your bills to be delivered via email, let her know by emailing her at wilda@tstar.net.

STORAGE LOT



LCRA REQUIREMENTS

  • No repairs or maintenance on any stored vehicles. This includes trailers, boats, cars, trucks, and RV’s.
  • No dumping of any garbage, trash, or other waste on property.
  • No items can be stored without wheels, including cars, trucks, and RV’s.
  • All items must have current license plates and must be in operative condition.

OAK RIDGE REQUIREMENTS

  • Keep the combination confidential (only people storing items there have the combination). Please be sure to lock the gate as you exit.

REDIRECT THOSE SPRINKLER HEADS



According to our guru on road surfaces, Orval Farmer, the effects of water from sprinkler systems are damaging our roads. A few homeowners are inadvertently watering large segments of the road and, in some cases, the entire road in front of their home. Over time, this volume of water erodes the surface and causes the road to fail. Small amounts of water landing on the edge of the road are not harmful.Please redirect your sprinkler heads.
